The Sixth Article of the United States Constitution guarantees that “Any Right given to a citizen by the United States Constitution or the Federal Government cannot be taken away by any state or local government”. As your County Executive, I promise to uphold and defend your Constitutional Rights. I will not enact or enforce any laws, statues or codes that violates your Constitutional Rights.
This amendment guarantees the freedom of religion and speech without the fear of prosecution; the freedom of the press; the Right of the people to peaceable assemble, and the ability of the People to petition the Government for grievances when these Rights are not furnished to the People. As your County Executive, I promise to uphold and defend your Constitutional Rights when it comes to those freedoms, so that they will never be infringed again with lockdowns, or unconstitutional mandates.
This amendment guarantees the Right to bear arms; nowhere in the Second Amendment states that you have the Right to bear arms as long as you have a “concealed carry” or “open carry” permit. In fact, having to request a permit negates the very fact that this is a Constitutional Right. As your County Executive, I promise to defend your Second Amendment Constitutional Right - working with elected official to exercise this Right to reduce crime and to have the ability to protect yourself.
The Fourth amendment of the US Constitution guarantees that you are safe and secure from unreasonable searches without probable cause; however, the Anne Arundel office of Planning and Zoning as well as the Office of Inspections and Permits continuously have violated this Constitutional Right by forcing citizen to sign a “Conservation Deed of Agreement” in order to do any work on your property. This agreement allows the County to enter your property anytime they want without probable cause.
The Fifth and Fourteenth Amendments state “The State Shall not infringe in the citizen’s Right to Life, Liberty, and Personal Property, without Due Process”. However, the State and the County continuously violate the citizens’ Rights in the name of profit or conservation laws without affording the citizen Due Process. Citizens must overcome many bureaucratic obstacles before they are able to exercise this Constitutional Right. As County Executive, I will hold County personnel accountable.
The Sixth Amendment of the United States Constitution guarantees that a citizen has the Right to confront his accusers. Anne Arundel County allows and encourages citizens to turn in neighbors for unpermitted work anonymously. While I agree that people should help the County to report unpermitted work, it should not be done anonymously; this standing policy by the county has made enemies of neighbors. The County should build strong communities - not divide them.
I will re–organize all the County agencies to make them more efficient and cost effective in the way that they operate - by applying engineering processes such as CMMI and Six Sigma; these processes help organizations streamline process improvement and encourage productive, efficient behaviors that overall decrease risks and save money. They also bring cohesiveness to the way that the employees apply codes across the services the County provides. These savings can mean tax reductions for you.
The health of the country’s economy is measured by the stability and health of its small businesses; simply put, small businesses are the engine that keep the economy going; they employ the largest portion of the population. However, for some reason, Anne Arundel County and the State continue to punish small businesses by forcing them to pay unnecessary fees and taxes - which push the operating costs and payroll taxes above a sustainable level for a small business to survive; it makes no sense.
Our children are struggling in school; they are one year behind compare to children in private schools. Our schools are overpopulated, and there are no enough teachers. The County and State implemented the “Common Core” curriculum; it is convoluted and inefficient. Common core should be one tool in our children’s toolbox – not the only tool. We should be teaching them critical thinking when solving problems - as in engineering. The County's "one solution fits all approach" does not work at all.
One of the greatest responsibilities as a citizen is to participate in the democratic process by voting. I believe that you should be able to provide a photo ID when you cast a vote. Opposing ideologies claim that having to show a picture ID for you to vote is discriminatory and amounts to voter suppression. I disagree, as every person is already required to show IDs to enter a government building, drive, obtain a fishing license, access an airport / flight, or buy alcohol / tobacco products.
Conservation laws are very important for the environment a communities, and in promoting healthy activities for the county’s citizens. They are overall great – except when they are used to violate the Constitutional Right and property Rights of the citizens. There is no reason why we cannot implement the Green Infrastructure Master Plan and respect Citizen's personal property Rights; it does not have to be one or the other. We can meet our community needs while caring for our natural resources.
It is a government of the people, by the people, for the people; it makes sense that you, the citizen, participate in the process. As County Executive, I will implement community work groups to address the issues that are important to you and your community – finding common sense solutions to those issues, and providing justification as to how and why we arrive at those solutions. This will be part of my transparency and accountability policy.
